Remote but must be willing to travel onsite to government sites when required for meetings.

Major Duties/Tasks:
- Oversee multiple programs simultaneously, ensuring alignment with organizational goals, client requirements, and contractual obligations.
- Identify and target areas in which a business can improve operations, introducing process improvements and operational efficiencies across the portfolio.
- Monitor revenue margins and support Earned Value Management (EVM) reporting and project cost forecasting, including Estimate at Completion (EAC) reporting.
- Manage program budgets, including cost baseline development, variance analysis, burn rate monitoring, and financial reporting to senior leadership; review and approve program-level budget requests, re-baselines, and over-target baselines (OTBs). Maintain a fundamental understanding of indirect cost rates (e.g., fringe, overhead, G&A) and their impact on program cost structure; apply familiarity with contract types including Firm Fixed Price (FFP), cost-reimbursable, and Time & Materials (T&M) to inform financial planning and risk management.
- Oversee employee productivity and performance across programs, establishing clear expectations and accountability structures; develop and implement guidelines for employee evaluations, recruitment, and promotion.
- Research and implement new directives for operational improvement and prosperity.
- Maintain comprehensive knowledge of all active prime contracts, including scope, period of performance, deliverable schedules, and terms and conditions; serve as the primary point of escalation for contract-related issues, disputes, and modifications.
- Ensure all contractual deliverables are submitted on time and comply with applicable federal acquisition regulations (FAR/DFARS); review and approve contract modifications, scope changes, and extensions in coordination with the Contracting Officer Representative (COR) and internal stakeholders.
- Monitor contract obligation balances and funding status, proactively flagging risks to the Chief Operations Officer; support proposal development and contract negotiations by providing operational insight on scope, staffing, and execution feasibility.
- Ensure compliance with agency-specific requirements (e.g., IRS, DoW, or other civilian/defense agencies) and ensure applicable requirements are flowed down to program teams.
- Define, negotiate, and manage subcontract scopes of work, performance metrics, and period of performance in coordination with contracts and finance teams; conduct regular performance reviews with subcontractor leads to track deliverables, KPIs, staffing commitments, and quality of work.
- Review and approve subcontractor invoices for accuracy, allowability, and alignment with contract terms; ensure subcontractors comply with all prime contract flow-down clauses, including labor standards, security requirements, data handling, and reporting obligations.
- Identify and mitigate subcontractor performance risks early; document and manage corrective action plans when performance gaps arise; maintain subcontract files, modifications, correspondence, and closeout documentation in accordance with company policy and regulatory requirements.
- Provide executive-level oversight to Program Managers (PMs) and Leads across the portfolio; while PMs and Leads retain day-to-day accountability, establish and enforce standardized program management practices, templates, and reporting cadences across all contracts.
- Conduct regular portfolio reviews and one-on-ones with PMs and Leads to assess program health, surface risks, and align on priorities; review all major PM reporting artifacts prior to client or senior leadership delivery, including status reports, dashboards, risk and issue registers, Program Management Reviews (PMRs), Quarterly Business Reviews (QBRs), and Integrated Master Schedules (IMS).
- Serve as the senior point of contact with client leadership and Contracting Officers when escalation beyond the PM level is required; coach and develop PMs and Leads on federal program management best practices, contract compliance, and client relationship management.
- Identify cross-program resource conflicts, staffing gaps, and capacity constraints; lead resolution in collaboration with HR and finance; facilitate lessons learned and continuous improvement reviews at program milestones and transitions.
- Prepare, maintain, and deliver PM reporting artifacts including status reports, dashboards, risk registers, and program reviews.
- Maintain proficiency with Microsoft Excel for budget tracking, EVM calculations, and program data analysis.
- Ensure program compliance with applicable quality and process frameworks (CMMI, CMMC, ISO standards); serve as a key stakeholder in internal audits, process appraisals, and client-directed reviews.
- Maintain contract files, correspondence logs, and compliance documentation to support audits and program reviews.
- Provide proposal management support for recompetes and potential new business opportunities, including coordination of volumes, review of solicitation requirements, and alignment of operational resources to support pursuit efforts.
- Understand and follow the Government procurement cycle, including pre-solicitation, solicitation, evaluation, award, and post-award phases, to effectively support business development and program execution activities.
Required Qualifications:
- Bachelor’s Degree in a related field.
- PMP (Project Management Professional), FAC-P/PM, DAU Program Management certifications, or equivalent project management and federal acquisition training certifications are preferred, but not required.
- Excellent written and verbal communication skills, including executive-level briefing and reporting.
- Minimum 8 years of supervisory or program management experience in a government contracting environment.
- Prior experience as a Director or Operations Manager with demonstrated authority over multiple simultaneous programs.
- Demonstrated experience supporting multi-agency federal clients (e.g., IRS, DoW, or other civilian/defense agencies).
- Analytical skills to evaluate data and make sound operational decisions.
- Proven experience managing the full contract lifecycle in federal environments, including prime contract and subcontract management.
- Experience providing oversight to PMs and Leads, including reviewing deliverables, coaching performance, and managing escalations.
- Familiarity with and experience applying CMMI, CMMC, and/or ISO process/quality frameworks.
- Budget management experience, including EVM methodologies, cost forecasting, and variance reporting.
- Proficiency in Microsoft Excel (pivot tables, formulas, dashboards, EVM tracking).
- Experience developing, reviewing, and delivering PM reporting products (status reports, dashboards, program reviews, risk registers).
- Experience managing subcontractors, including performance monitoring, invoice review, and prime contract flow-down compliance.
- Strong interpersonal and stakeholder management skills; ability to build trust with clients, staff, and subcontractor teams.
- Shipley certified or demonstrated experience with the Shipley proposal development methodology preferred.
- Secret clearance required.
